The Port Authority Trans Hudson Corporation (PATH), the primary transit link between Manhattan and neighboring New Jersey urban communities and suburban commuter railroads, is seeking a Senior Engineer to provide project management services and engineering support for the New Signal Capital Project. 

The successful incumbent will be a self-starter who can independently perform difficult technical assignments from inception to implementation. Specific responsibilities include managing third party consultant services; monitoring the design, construction and acceptance of a state-of-the-art Automatic Train Control system; monitoring quality assurance programs; coordinating interfaces between the new signal system and a new railcar fleet; and coordinating the installation and testing of a new signal system with existing wayside infrastructures on a 24 / 7 operating transit system. 

Qualified applicants must hold a Bachelor of Science degree in Electrical or Electronics Engineering or related discipline.  Significant supervisory experience is required in the design, construction, testing, and / or maintenance of train control / signal and communication systems, including technical knowledge of current signal technology, FRA regulations, rail transit operations and safety procedures.  Experience is also required in financial analysis techniques and project management, including a working knowledge of project management computer programs.  Professional Engineer’s license is desirable.

SUMMARY OF DUTIES:
Plans, directs and manages the High Speed Surfacing Gang, which when performing out of face surfacing, will complete 2 to 3 miles per shift. Responsible for surfacing interlockings as required to maintain speed and ride quality and will spot surface geometry car exceptions to remove slow orders. Must work closely with the Transportation department to coordinate track usage requirements. Must coordinate support requirements with C&S and ET. Provide site-specific technical expertise to ensure all work performed meets Amtrak and industry guidelines and standards. Coordinates the efficient use of labor, material, equipment, track usage and other resources.

EDUCATION:
Must have a B.S. Degree in Engineering or related fields, or the equivalent combination of education, training, and relevant work experience. B.S. degree in Engineering with a Project Management Certificate preferred.

WORK EXPERIENCE:
Must have demonstrated experience and thorough knowledge of train operations, railroad maintenance and construction methods. Some experience in Project Management, Planning and Scheduling. Prefer demonstrated experience in Project Management. Prefer demonstrated experience in managing complex programs in an operating environment.

OTHER REQUIREMENTS:
Knowledge of (or ability to learn) NORAC, MW1000, AMT2, RWP and applicable FRA Rules and Regulations required. Prior satisfactory job performance required.

COMMUNICATION AND INTERPERSONAL SKILLS:
Demonstrated effective experience communicating verbally and in writing both within and outside the organization.

SUPERVISORY RESPONSIBILITIES:
