Contracts Management

This webinar will review various aspects of Contracts Management with the goal of providing attendees further insight into the management of contracts for their railroad construction projects. The topics will include the selection of qualified engineering services, the procurement of a qualified contractor and general goals of contract management. The webinar will also provide some best practices for the industry.

This webinar is comprised of recommended practices and relevant accumulated knowledge from subject matter experts in the railroad industry. It is not intended as a regulatory qualification.

Presenter Biographies


Lucas J. Brewer, PE, PMP
Lucas started his railroad career working for the Western New York & Pennsylvania Railroad (WNYP) in 2009 after returning from a combat tour in Iraq. As the WNYP’s assistant chief engineer, he established its bridge management program and completed its bridge rating program before moving on to the engineering, architecture, and surveying firm of Bergmann in 2015. Lucas is a project manager at Bergmann, holding a professional engineer license and a project management professional certification, among other credentials. He is responsible for assisting several prominent railroad clients with managing their multimillion dollar projects. Lucas also serves as an Engineer Officer with the US Army Reserves, where he continues his 24-year career of service as a Lieutenant Colonel. His awards include the US Army’s Meritorious Service Medal, the Army Engineer Association’s Bronze Order of the de Fleury Medal, and Railway Age’s 10 under 40 award.

Daniel P. Tegtmeier, PE
Dan holds a bachelor’s degree in Civil and Environmental Engineering from the University of Iowa. Dan has worked at the Northern Iowa Railway Company (IANR) for the past 14 years as the Project Engineer. Overseeing the railroad construction projects for the IANR as well as working with clients to aid in design and construction of their railroad needs. He has prepared contract construction documents for the IANR and their clients. His previous years of work included working in county government and in private practice doing land development projects where he also prepared construction contract documents.
